Fixed Wire Testing

Fixed Wire Testing is the testing of the electrical installations within a building to ensure they are safe & compliant.

Employers are legally required to ensure, as far as is reasonably practical, the health, safety and welfare of their employees. Fixed wire testing is a crucial part of that requirement.


How often should you conduct fixed wire testing?

It is an important that inspections of a buildings wiring structure are conducted periodically to identify any potential problems you may not be aware of that could effect heath and safety regulations (Health and Safety at Work etc Act 1974).

What does Fixed Wire Testing cover?

A Fixed Wire Test, or Periodic Inspection, is designed to assess the condition of an existing electrical installation and identify deficiencies. This includes all of the equipment required to distribute electrical power safely from its source to the areas it is needed to power equipment. The list of components could include:

  • Hard wiring and connections
  • Distribution boards and switchboards
  • Fuses, circuit breakers and RCDs
  • Lighting socket outlets
  • Air conditioning

Which legislation covers Fixed Wire Testing?

Electrical safety and regulations governing fixed wiring is covered by The Electricity at Work Regulations 1989, and the Health and Safety Executive (HSE) is clear that fixed wiring must be maintained in the workplace to prevent danger.

Landlords & Fixed Wire Testing

Buy-to-let landlords in England will soon need to ensure electrical installation inspections and testing are carried out for all new tenancies in England from 1 July 2020 or from 1 April 2021 for existing tenancies, under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020.

The new regulations will mean that landlords must ensure every fixed electrical installation is inspected and tested at least every five years by a qualified person. The regulations also state that a landlord is required to obtain a report of the results of the inspection and test, supply it to each tenant within 28 days and retain a copy until the next inspection is due.

Landlords

Mandatory electrical safety checks introduced for PRS (Private Rented Sector)

The Electrical Safety Standards in the Private Rented Sector (England) now (from 1st July 2020) require all new private tenancies in England will need to ensure that electrical installations are inspected and tested by a qualified person before the tenancy begins. The landlord will then need to ensure that the installation is inspected and tested at least every five years – and more often if the most recent safety report requires it.

For existing tenancies, an electrical safety test will need to be carried out by 1 April 2021, with regular tests following this as outlined above.

Electrical safety reports

Once an electrical installation has been tested by us we will provide the landlord with:

  • a written report which includes the results and the required date for the next inspection.
  • a duplicate report for the landlord to supply a copy of this report to each existing tenant living in the property within 28 days of the inspection.
  • a third copy of the report for the landlord to supply to local authorities if they ask for a copy. This must be supplied within seven days to the local authority, if they request a copy.
  • a forth copy of the report will be kept by us (the inspector) for the next inspection date.

Note for landlords – For new tenancies, the landlord must:

  • Give a copy of the most recent report to a new tenant before the tenant occupies the property
  • Give a copy of the most recent report to any prospective new tenant who requests the report in writing, within 28 days of receiving such a request.


Fixing Faults (We can help)

If our electrical safety report identifies any fault or potential fault we can investigate the fault further or repair the issue. This will allow the landlord to ensure further investigations or repairs are completed by a qualified person/fixed wire testing company within 28 days of the inspection, or within the timeframe set out in our report if this is shorter.

We will supply the landlord with an updated written confirmation that any faults and repairs have been carried out and that either the electrical safety standards are met, or further work is required.

This confirmation must be supplied to each existing tenant within 28 days of the work being undertaken, along with the original report identifying further work is required.

We can help ensure that the electrical installation is compliant and that you (the landlord) can supply your local authority with a test certificate proving that a fixed wire test has been carried out and meets the required standards.
